Selling in Natomas

What’s different about selling in Natomas

  • Flood zone A99 since 2015

The city calls A99 an interim designation and still a high-risk flood zone.

  • Flood insurance Required with most loans

Owners with a federally backed mortgage still need flood insurance until the levee work is complete.

  • Levee assessments On the tax bill

SAFCA’s Natomas Basin assessment (2011) and a second district (2016) are billed on county property tax bills.

  • Transfer tax $3.85 per $1,000

Natomas is inside Sacramento city limits, so the city’s $2.75 is added to the county’s $1.10.

Natomas is inside Sacramento city limits, so a sale pays the city’s transfer tax on top of the county’s. And A99 is still a flood zone: buyers with a federally backed loan need flood insurance.

Part of the City of Sacramento

Natomas is a part of the City of Sacramento, not a separate town. Both North and South Natomas were annexed by the city in the 1960s. South Natomas, about eight square miles with about 46,000 residents, was mostly built as residential subdivisions between 1950 and 1980. North Natomas, about 15 square miles and about 60,000 people, was Sacramento River floodplain and then ranch land after levees went up between 1912 and 1915, and it grew fast after the 1990s.

Because Natomas is inside city limits, a sale pays the city’s transfer tax as well as the county’s: $2.75 plus $1.10, or $3.85 per $1,000 of the price. When you sell to us, we cover the standard closing costs.

Flood zone A99 and what it means for a buyer

In December 2008, FEMA mapped the Natomas Basin into a high-risk flood zone (Zone AE). New homes would have needed floors 10 to 20 feet above the ground, and building effectively stopped. FEMA remapped the basin to Zone A99 on June 16, 2015, and building resumed.

A99 doesn’t mean out of the floodplain. The city calls it “an interim flood zone designation” and still “a high risk flood zone”, and owners with a federally backed mortgage will still need flood insurance until the levee work is complete. A buyer with a loan has to budget for that policy. A cash sale to us doesn’t wait on a flood insurance quote.

Levee assessments and Mello-Roos

Natomas owners help pay for the levees. The Sacramento Area Flood Control Agency’s Natomas Basin Local Assessment District, formed in 2011 for 40 years, covers only properties in the basin, and Natomas is also a benefit zone of a second SAFCA district formed in 2016. Both appear as a direct levy on the county property tax bill.

Parts of North Natomas are also inside city Mello-Roos districts, among them North Natomas CFD No. 4, CFD No. 97-1 and Regency Park CFD No. 2001-03. Your tax bill shows which apply to your house. They stay with the house when it sells, and the figure we agree on is the figure you walk away with.

Paperwork for a Natomas sale

Deeds are recorded by the Sacramento County Clerk/Recorder at 3636 American River Drive, and probate cases are heard at the William R. Ridgeway Family Relations Courthouse on Power Inn Road, not the downtown courthouse. If you’ve inherited a Natomas house, our inherited house guide explains when probate is needed.

Questions

Selling a house in Natomas: common questions

Is Natomas out of the flood zone now?

No. Since 2015 it has been Zone A99, which the city still calls a high-risk flood zone. Owners with a federally backed mortgage still need flood insurance. We buy with cash, so that doesn’t hold up a sale to us.

Do I pay the City of Sacramento transfer tax in Natomas?

Yes. Natomas is inside city limits, so the total is $3.85 per $1,000. We cover the standard closing costs.

What happens to the levee assessments and Mello-Roos when I sell?

They stay with the house and the buyer takes them over. Your share up to closing is settled in escrow.

How fast can you close?

In as little as two weeks with our own cash, or on the date you pick. Every signed offer is backed by our $5,000 Close Guarantee.
