Selling in North Highlands

What’s different about selling in North Highlands

  • Grew with McClellan, opened 1936

County planning ties the growth of North Highlands to the base, which closed in 2001 and is now McClellan Park.

  • Rentals About half of homes

About 51% of homes are owner-occupied, so many are rented (Census, 2020–2024).

  • Rental registration $16 per unit a year

Every rental in unincorporated Sacramento County must be registered with the county’s inspection program.

  • Transfer tax $1.10 per $1,000

The county rate only. North Highlands is unincorporated, so no city tax is added.

About half the homes in North Highlands are rentals, and every one has to be registered with the county each year. Landlords who are done with that can sell with the tenant in place.

A community built around the base

McClellan, first called the Sacramento Air Depot, opened on September 8, 1936. During World War II it employed 17,652 civilians and 4,250 military personnel, and the county’s own corridor plan ties “the subsequent establishment and growth of the North Highlands community” to it. The same plan describes the east side of Watt Avenue as “almost entirely built out with single-family homes”.

The base was chosen for closure in 1995 and closed in July 2001. Its roughly 3,000 acres are now McClellan Park, home to about 240 businesses and the Aerospace Museum of California, and the North Highlands Recreation & Park District took over some of the base’s facilities.

Done being a landlord?

North Highlands had 49,327 people at the 2020 census, and only about half of its homes are lived in by their owners. If you own one of the rentals, you already know the county’s Rental Housing Inspection Program: every rental in unincorporated Sacramento County must be registered, at $16 per unit a year on the county utility bill, and a house that is no longer rented needs an exemption form.

We buy rental houses with tenants in place or empty, as-is. You don’t need to turn the unit, fix it up or wait out a lease to sell to us.

Water, parks and the paperwork

Most of North Highlands gets its water from the Sacramento Suburban Water District, formed in 2002 when the Northridge and Arcade water districts merged, and its electricity from SMUD. The North Highlands Recreation & Park District, set up in 1955, runs 13 parks, including Freedom Park, Strizek Park and Larchmont Park.

Because North Highlands is unincorporated, the sale pays only the county’s transfer tax of $1.10 per $1,000. Deeds are recorded by the Sacramento County Clerk/Recorder at 3636 American River Drive, and probate cases are heard at the Ridgeway courthouse on Power Inn Road.
